Dave is a character that appeared in "Desmond's Big Day Out." He is the owner of a theme park called Dave Land, which is a massive theme park that is designed all around him. Though we never learn exactly who he is, and even Pim says he doesn't know who Dave is, he along with many other people still visit Dave Land.
Dave makes a re-appearance at Charlie Dompler's funeral in "Charlie Dies and Doesn't Come Back," suggesting he cared for Charlie in some capacity by attending the event.

He wears a teal, button-up shirt with a pocket and glasses. At Charlie's funeral, he wore a white shirt, along with a black tie, pants and shoes.

In an attempt to cheer Desmond up, Pim brings him to Dave Land, a theme park revolving around Dave. It features the Dave Rollercoaster, Dave Toilets, Dave Snowcones, and the ability to meet the enigmatic Dave himself. Desmond asks Pim who Dave is, but Pim doesn't know anything about him beyond "he's Dave, creator of Dave Land."
Dave later shows up to Charlie's funeral in "Charlie Dies and Doesn't Come Back," implying a connection of sorts between the two.
Trivia[]
In "The Magical Red Jewel (aka Tyler Gets Fired)", Mr. Boss' desk contains a bottle of ranch with Dave's face on it.
